Starting from August, if a local subscriber is in arrears in paying health insurance premiums, he/she will become a ‘defaulter in financial obligations’ and suffer disadvantages in financial transactions. It is intended to put a brake on the growing arrears of health insurance premiums by expanding the ‘penalty’, which had been applied only to employer subscribers.
On the 4th, the National Health Insurance Service and others announced that they plan to provide the Korea Credit Information Service with delinquent information of local subscribers who have been in arrears of health insurance premiums of 5 million won or more per year for more than one year from August once a quarter and four times a year. If data on arrears is registered with the Credit Information Service, it is classified as a person who has defaulted on financial debt (old credit delinquent), making normal financial transactions such as new loans and credit card issuance and use difficult.
At the end of last year, according to the status of the four major social insurance premiums and habitual delinquency, the number of delinquent payments of 10 million won or more for more than one year was 10,56 cases, totaling 193.5 billion won. Local subscribers accounted for the largest portion of all habitual delinquents with 4901 cases (29.1%), followed by corporate workplaces (2824 cases) and individual workplaces (2331 cases).
In accordance with Article 81, Paragraph 3 of the National스포츠토토 Health Insurance Act, the NHIS may collect premiums according to the national tax delinquency disposition procedure if the premiums are not paid by the due date. In the meantime, in the case of employment insurance and industrial accident compensation insurance collected by the National Health Insurance Service, information on delinquent payments for businesses that have been in arrears for more than one year in premiums of 5 million won or more per year has been provided to the National Bank Federation once every quarter and four times a year.
In order to strengthen the collection of health insurance premiums, the National Health Insurance Corporation implemented a system that registers business owners who have overdue health insurance premiums from employers in August of last year as defaulters in financial obligations. From August this year, it will be extended to local subscribers who have defaulted on insurance premiums. The NHIS authorities expect that if there are restrictions on economic activities, the collection effect will be achieved, such as those who voluntarily pay overdue health insurance premiums.
